A coalition of citizens groups from around the Capital District were scheduled to meet Monday night to form a new organization dedicated to developing alternative solutions to the garbage crisis.
The new group, the Upper New York Toxics Assembly, is headed by representatives from Concerned Argyle Citizens, which has been fighting plans to locate a landfill to handle the ash from garbage incinerators in that Washington County town.
